Please note that this is a 12 month Limited Term position and may be extended and/or may become permanent through additional HR and Budget approval at the end of the original Limited Term period.

Under the general direction of the Human Resources Director, the Supervisor I operates with a high degree of independence and discretion, exercising considerable judgement in managing the most complex, critical, confidential, sensitive, and high-profile matters.  The incumbent works across HR functional areas and collaborates with executive leadership, managers, administrative programs, and other stakeholders to lead projects, develop recommendations, monitor deliverables, resolve complex issues, and ensure departmental initiatives are completed timely and effectively.

The Supervisor I also oversees the Department's Labor Relations functions including Bargaining Units 1, 2 and 4 and the Department's Progressive Discipline Program.  In this capacity, the incumbent independently manages the most complex, sensitive, and high-level matters involving labor relations, employee performance and conduct, progressive discipline, adverse actions, and other employee relations issues.

Working Conditions

Hybrid: this position is eligible for a hybrid telework schedule and requires reporting in-person at headquarters in Sacramento up to 4 times a week . #li-hybrid

Statement of Qualifications :  Interested individuals must submit an SOQ.  The SOQ must be in 12-point font, single-spaced, and no more than 2 pages in length.  The SOQ must address the following in numberical order; do not consolidate reponses.

1. Describe your experience with California State Government labor relations.  Include examples of your experience interpreting collective bargaining agreements, advising managers or supervisors, responding to grievances, and working with unions.
2. Describe your human resources experience and the HR programs you have supported.  Include examples of how you handled competing priorities, resolved personnel issues, and provided guidance to managers and employees.
3. Describe your experience with performance management and employee training.  Include examples of how you have advised managers on employee performance or conduct, supported corrective or disciplinary actions, identified training needs, or developed and delivered training.

Salary

IN MOST CASES, ALL NEW TO STATE EMPLOYEES MUST START AT THE MINIMUM OF THE POSTED SALARY RANGE .  

In July 2025, the State of California implemented the Personal Leave Program (PLP 2025).  Under this program, employees' monthly base pay is reduced in exchange for paid leave credits.  This position is subject to PLP 2025.  The specific rate of pay reduction and corresponding leave credits are determined by the employee's bargaining unit and classification.  Please refer to the California Department of Human Resources (CalHR) website  here for details regarding the applicable PLP 2025 provisions.  The salary listed in this job advertisement does not reflect the pay reduction or corresponding leave credits associated with PLP 2025, which remains in effect through June 30, 2027.
